“Street Gangs in Our Schools”

Ed Bachert

On Wednesday, November 18 and Thursday, November 19, 2009 over 900 educators came to Scranton High School and Valley View High School to hear speaker, Ed Bachert. Mr. Bachert is known as an educational consultant who spe­cializes in street gang awareness.

Edward Bachert has over 25 years in the Criminal Justice field. He has worked as a Corrections Officer in a maximum security prison, a Corporate Security Officer for a fortune 500 company and as a Police Officer with a large metropolitan Police Department. Ed recently retired from the Allentown (PA) Police Depart­ment as the Assistant to the Chief of Police and Assistant Commander of the Emergency Re­sponse Team / Hostage Negotiation Unit, and is currently a Professor at St. Joseph’s University in Philadelphia. Ed has trained thousands of teach­ers, health care workers and police officers from across the Country. He speaks regularly at many high profile State and National Conferences on a wide variety of topics. He is currently on stage at several Universities, numerous Municipal Police Academies, and approximately ten Educational Intermediate Units across Pennsylvania. Ed has written and developed curriculum for the PA Department of Education, PA Department of Health, the Municipal Police Officers Training Commission, several Universities, and numerous School Districts. Ed has attended over 300 police related schools, is a graduate of the PA State Corrections Academy, the Allentown Police Academy, and has a BS in Business Administra­tion and an MPA from Kutztown University and a Master’s Degree in Criminal Justice from St. Joseph’s University.

As part one of a two part initiative to educate teachers and administrators about the growing problem with street gangs in our schools, Ed Bachert’s message provided those in attendance with information about gang trends, gang tactics, gang mentality and gang violence. It focused par­ticipants on recognizing and identifying possible gang members, as well as gang investigations and gang suppression skills. The presentation focused on how Super Gangs such as, the Bloods and Crips out of California and the Chicago based street gangs, such as the People and Folk Nations, influence what occurs in our region. Participants looked at physical signs of gang involvement such as, gang signs, colors, tattoos, clothing, and exam­ine the messages that are made public with graf­fiti. This presentation also examined how to safely interact with these individuals and recognize their dangerous verbal and no-verbal communications. Each gang was discussed along with how they are structured, operate and the new dangers that are present in dealing with these individuals.

 

Part two of the initiative involves lead trainer, Robert Maguire, Intelligence/STG Coordi­nator, Lackawanna County Prison. The initiative called TOSS (Teachers and Officers Securing our Schools) will create well-trained and knowledgeable teams within the schools which serve as liaisons between law enforcement and middle and high school stu­dents. The teams will be trained in the identification of gang profiles, including gang com­munication both verbal and non-verbal identifiers. Teams will learn how to address and provide guidance for suspected gang affiliated students. Each participating school district will determine who should be included on their team. Recommended team members may include, but not be limited to: Administrators, Guidance Counselors, School Nurses, Teach­ers, Members of the SAP team, etc.

 

This initiative involves the District At­torneys from the three counties that NEIU 19 represents: Lackawanna, Wayne, and Susquehanna Counties. Children and Youth, as well as Juvenile Probation are involved and participating in the initiative. It is our hope that we will take the lead within our state while working to combat street gangs in our schools.
